About Naritas

Naritas Consulting was founded by Chris Stokes, who has been supporting businesses for over 10 years in winning public sector tenders, including outsourced IT shared services, consultancy tenders and frameworks for software applications, recruitment services and consultancy. Through this he developed extensive knowledge of public procurement, including leading a number of successful challenges against procurement decisions.


Whilst Chris initially specialised in bidding, he was then engaged by a major Government agency to lead a small team reviewing the invitation to tender documentation which they were about to issue to the market. This innovative concept allowed the agency to understand how their suppliers would view the documentation. This review identified almost 200 potential enhancements to the documents, ranging from ambiguities in questions, lack of clarity in evaluation criteria and unclear financial evaluation models through to technical issues and potential breaches of procurement regulations. Over 80% of the recommendations were accepted and the documentation was amended, leading to one bidder describing it as the "best ITT they had ever seen". This led Chris to look into establishing Naritas as a unique business proposition, supporting public authorities by bringing detailed knowledge of bidding.

At the same time, Chris also saw the potential to support public sector suppliers by bringing an insight into how their tenders would be evaluated. Public procurement is governed by a detailed set of regulations, and so Chris has studied for an been awarded a master's degree in Public Procurement Law and Policy.

Chris takes a personal involvement in every assignment undertaken by Naritas, and engages like-minded professionals where required to ensure we can deliver the complete package of services to our customers.
